Profile & Political Relationship BuildingOBJECTIVE - PRM was asked by a large professional trade association to establish and manage its EU political relations. STRATEGY - PRM initiated a strategy based on a series of meetings, dinners and a major conference in the European Parliament with MEPs. PRM's offices were used as a base for the association where office space and a dedicated phone line and e-mail were provided. RESULT - The association and its members are now better known and respected by EU decision-makers. Shortly after this strategy was enacted, a crucial piece of EU legislation appeared. The association was invited to contribute to the development of the legislation. The client is now influential and respected in EU legislative matters and has a permanent and cost efficient base in the heart of the EU. Competition Case LobbyingOBJECTIVE - Attempted hostile take-over of a large European energy company (the client). The client asked PRM to establish an EU lobbying and information campaign aimed at putting pressure on the Commission investigation into the hostile take-over. STRATEGY - Involved a Europe-wide lobbying and media campaign to create greater awareness of the issue and through public pressure attempt to encourage a negative response from DG Competition. The action involved a concerted information exercise in the European Parliament, speaking with MEPs on the relevant committees and from a wide cross-section of national and political loyalties. This strategy also involved a press information exercise aimed at achieving broad coverage of the arguments in this particular case. RESULT - A number of MEPs accepted the anti-competition elements of the hostile take-over and assisted in writing a common letter to the press. As such, wide coverage of the case was achieved and subsequently and the Commission disallowed the take-over. Crisis ManagementOBJECTIVE - PRM was approached by a developing country's government to create a campaign aimed at ensuring the Council of the European Union did not initiate sanctions against the country. STRATEGY - Involved the active lobbying at all levels of the European Union, including the Commission and the Parliament with a view to raising awareness amongst EU decision-makers and the public, influencing the outcome of the Council's deliberations. PRM undertook a large-scale information campaign concentrating on the situation in the country and its human rights record and role in regional stability. RESULT - The Council did not pursue its policy of imposing sanctions and within a few months the country's political disputes were resolved resulting in the normalisation of relations with the European Union. Establishing European office/European presenceOBJECTIVE - To establish a European presence for a large British company in Brussels and to create and implement its European public affairs policy. STRATEGY - PRM created and launched the European office for the client in Brussels, including setting up its administration and preparing a long term strategy for the office and its future role. The creation of this office was combined with information gathering and profile-raising programmes and a range of meetings with decision-makers from the European institutions. This strategy culminated in a grand reception in the European Parliament and was attended by key decision-makers, press and industry representatives. RESULT - The European office is now well established, and the client has played a significant role in several pieces of recent legislation. PRM continues to work for the client on public affairs monitoring, advocacy and lobbying. Advice & assistance to accession country throughout enlargement negotiationsOBJECTIVE - To provide information and raise awareness of the country's interests at the European level. STRATEGY - PRM provided a political audit for the client, which involved compiling and analysing data from interviews and questionnaires carried out with European politicians and officials. This was then used as the basis for advice during negotiations. PRM also prepared monthly reports for the country on European policies which were of particular political and economic interest. RESULT - The political audit and information gathering exercises have come at a crucial time, given the forthcoming enlargement of the EU. The candidate country now has detailed political intelligence which will be invaluable for any future lobbying activities. Environmental lobbyingOBJECTIVE - PRM was asked by a large company to manage and facilitate a targeted and corporate sensitive, lobbying campaign. STRATEGY - PRM put in place a strategy of issue representation for the company and where necessary facilitated supporting experts to meet with key EU decision-makers. The strategy was purposefully low-key and discreet so as not to raise the profile of this issue while at the same time, the company was hoping to influence a different piece of legislation. RESULT - This strategy was successful and the European Parliament's supported the amendments at first reading. PRM is continuing to lobby on this legislation as it moves to its second reading. |
